Course Objectives
Students will gain a foundation in the theory of constraints, using its concepts and tools to improve their ability to think, focus, make decisions and communicate.
Learning Outcomes
Upon satisfactory completion of the course, students will be able to:
- Describe the purpose and goal of a business system
- Understand the impact of their decisions and actions on the performance of the system in which they work
- Execute the TOC Five Focusing Steps to improve the performance of a system
- Utilize various TOC Thinking Process tools to solve day-to-day challenges
- Utilize various TOC based methods to understand and gain collaboration from stakeholders when pursuing a change
- Apply the TOC Thinking Processes systematically to a significant problem set and find the answers to the 3 questions of change: What to Change, To What to Change, and How to Cause the Change
- Obtain a TOCICO Jonah Certificate of Recognition for the TOC Thinking Processes

Jonah Certificate
The Theory of Constraints (TOC) is a management philosophy formulated by Dr. Eliyahu M. Goldratt. It highlights that any complex system or process is constrained in achieving its objectives by a small number of limiting factors, known as constraints. Within the TOC framework, the term “Jonah” is used to describe a consultant or expert adept in applying TOC principles. This reference originates from Goldratt’s influential novel “The Goal,” in which a character named Jonah imparts crucial insights and guidance for enhancing manufacturing operations.
At WSU’s Engineering and Technology Program, the course EM 526, Constraints Management, is designed to educate students on these TOC principles and methodologies. Upon successful completion, students receive the Jonah Certificate, a recognition granted in partnership with the Theory of Constraints International Certification Organization (TOCICO). This certificate serves as a testament to the students’ proficiency in TOC, akin to the expertise of a “Jonah.” For those interested in obtaining their Jonah Certificate, contact etm@wsu.edu.
